U.S. imposes second round of new restrictions on imported plants

Restrictions may impact Canadian growers, Flowers Canada Growers says.

USDA/APHIS has published their proposed second round of plants to be added to their Not Authorized Pending Pest Risk Analysis (NAPPRA) rule and is seeking comment.

Once implemented, the NAPPRA rule will impose new restrictions on the trade of all plants on the two NAPPRA lists (one list for pest plants, one for plants which are hosts of plant pests). While many of these restrictions have exemptions for plants from Canada, any restricted plant or progeny of any plant on these lists imported into Canada cannot ever be shipped to the US if the origin is restricted (once this rule is implemented). Canada has until July 5th, 2013 to comment on this proposed addition to the NAPPRA regulations.

Flowers Canada Growers Inc. (FCG) will be providing comments to the US regarding these new restrictions and is requesting that growers review the below attached list of plants to be added to the US NAPPRA restrictions and identify any which are produced in their facility, exported to the US or imported into Canada. This information is imperative to ensuring Canadian trade with the US and access to propagative material is unaffected.

FCG is working with CFIA to ensure the impact on Canadian growers is minimal.
